openclaw c2e782e6fa fix: add admin/ai-evolution route to API, fix missing start_time ...

- Inserted /admin/ai-evolution endpoint returning baseline, versions, commands, agent_runs
- Added helper functions: baselines(), commands(), agent_runs()
- Added missing start_time module-level variable
- This enables the Web UI dashboard for monitoring AIOS GitOps state
