Bridge v2.1 Durable Reconciliation Bootstrap

This is the planning-only bootstrap artifact for TASK-P0-BRIDGE-V21-DURABLE-RECONCILIATION-20260809.

The task is bound to the exact base commit 3f670c387692b8865a10d5b419468d8a0b64d7a4 and the development branch agent/p0-bridge-v21-durable-reconciliation-20260809.

The first governed commit records the design boundary and acceptance contract only. It does not implement the v2.1 body, mutate main, create tags, change Baseline, or touch production. Future work must preserve absent-ref CAS, observation-first recovery, durable JobStore state, exact Authority/Gitea/API reconciliation, and the existing secret-scanning and credential-projection boundaries.
