+## Fail-closed blocker
+
+The initial two-phase path gate passed. The stage manifest had exactly the 18 approved repository-relative paths; each path passed the allowlist, symlink, and worktree-containment checks. The mandatory negative paths all returned exit code 64. No root-level `personal_weixin/` or abbreviated `app/aios_v2r1/personal_weixin/` directory was created.

+After that gate, the required runtime wheel preflight was run. `python3 -m build --wheel` generated untracked build artifacts in the implementation worktree:

+Those paths are outside the immutable 18-path allowlist. The required post-write `git status --porcelain=v1 -uall` subset check therefore failed. Per Retry 2 section 6, execution stopped before Django, migration, image, Gitleaks, commit, push, B6/B7, Canary, or production work. The implementation worktree was reset and cleaned back to `d5b51e1342541bf51887782f530c3d2971155996`; it is clean.

+The Docker registry pull attempted before implementation could not reach the configured mirror/proxy; it is retained as environmental evidence only and was not used to bypass the path gate. No image was built.
